Read you owner's manual! to answer your question there is one fuse and one relay associated with the windshield wipers. The FUSE is in your passenger compartment fuse box. It is fuse #19, with a rating of 7.5 and it is Brown. This fuse is called Windshield wipers (circuit breaker). The RELAY associated with the windshield wiper is also in the main fuse box in the passenger compartment. It is R15, a GREEN Relay and it is the Windshield wiper motor relay. Just like any thing else, the result of your windshield wipers not working could be attributed to a number of things. The main two things I can think of is either your windshield wiper motor or your wiper transmission (yes, there is a transmission for your windshield wipers). Also, I'm not sure but there could possibly be a bad connection someplace...buts that's just a guess. The above said, start with checking the fuse.
I have a 91 taurus, and re-did the entire wiper system in it. The Main relay is , under the hood, on the right side of the wiper motor, "looking torwards the windshield." It is a black box with a clip and a wiring harness. It can be a little difacult to remove the clip at times. Good luck.
