They are made with gelatin,but it is much more likely "agar", which is extracted from seaweed. I called the peeps company, and they said peeps geletin is made from pork, so it is actually not agar / seaweed.

This little candy is believed to have originated from the dish ’turkish delight’, which was popular in Istanbul, Turkey. Though jelly beans were already a popular treat in America, they became a hit for Easter in the 1930’s. Their egg shape made them a perfect match for the Easter bunny, who had become a fixed part of American culture by this time. It’s estimated that during Easter alone, over 16 billion jelly beans are distributed in America. It was in the jelly bean factory that another Easter favorite was developed; peeps. Those marshmallow chicks that we all associate with Easter with the creation of a Russian immigrant who had purchased a small candy shop in New York back in 1953. When peeps were first created it took 27 hours to create just one peep. If that were still the case, peeps would be a much rarer treat than they are today. Mass production of the peep began just one year later, luckily. Every Easter, about 700 million peeps of all shapes and sizes are purchased. Easter is one of the biggest candy-eating occasions of the year, coming second only to Halloween. About 7 billion pounds of candy were consumed in America during the Easter season of 2001. So the history of Easter candy is becoming a significant part of Easter history.
