The red dye that is used in a CT scan is a contrast dye. The objective of the dye is so that certain parts of the body will show up clearer in an x-ray. Contrast dye is generally given by IV into the hand or arm.
Usally it is non-toxic soy ink but you should check with your newspaper anyway

Removing dye can be hard but not impossible. If the stain is fresh then you can run it under hot water for removal. If the dye is set then you can try bleaching the area. Lemon juice can help too if you don't want to use bleach.

Distillation may not effectively remove blue dye from a solution as it is not based on color but rather on differences in boiling points of substances. Other methods like filtration or precipitation may be more appropriate for removing blue dye.
Get a average sized lump and place it over the top of the colour you'd like removing. And place it there for 20 minutes, It'll clean through the dye. Good as new. :)
Are you using newspaper containing a blue dye? Dye is the only reason why a bearded dragon would turn blue. Now, they may turn darker just before a shed...but not blue.
