In the novel The Lord of the Flies, there is no "governmental" structure. There are numerous young boys stranded on an island together (the oldest of which I do believe to be about fifteen) with no rules or consequences. With no structure and no rules to follow, these children do whatever they want whenever they want, thus resulting in the fall of their "society."
The main reason for everything falling apart in "Lord of the Flies" is the boys' descent into savagery and the breakdown of civilization through power struggles, fear, and the loss of moral values. The lack of adult supervision and the boys' primal instincts lead to chaos, violence, and the collapse of order on the island.
It symbolizes civilization, and for their lawless society it is the one thing keeping it together before everything falls apart
