Most likely because blue and brown are the most common colors for eyes. It would be too long and cumbersome to say all the possible colors for eyes. They may also want to know which color-blue or brown- your eyes are closest to.

There's no such thing as "black eyes". I assume you mean "really dark brown."Probably brown, but it's not really possible to tell for certain. It's also worth noting that many people who have brown eyes as adults had blue eyes as infants, and you DID specify "baby".
