From what I can tell, most airlines impose a maximum size of 45 linear inches - that is, height + width + depth. Most carry-ons are going to be 22 inches in height, 14 inches wide, and 9 inches deep or smaller. This varies by airline and by aircraft. (I've been on small planes that even my pretty little carry-on is too big for.) It really depends on law, but for most states it will not be very high. So you have to be very careful about what you bring. The carry on luggage probably can't go over maybe 50 pounds though.
