The maximum temperature water cannot exceed is 40 degrees Celsius (104 degrees Fahrenheit). The reason for this is due to a law that prohibits dumping of any chemical that can raise the temperature of sewage (water) to the limit. Further research will yield that colder water retains more oxygen than warmer water. At 40 degrees Celsius there is very little oxygen to support fish and other aquatic life. The life that can thrive in these conditions are low oxygen sulfur bacteria which cause an awful smell. Aside from the stench, the main reason is that the "good bacteria" that breaks down sewage cannot live in low oxygen environments.
