The discussion area is aimed to be a commentary area discussing issues about the question or answer but not directly answering the questions.
Look at the bottom of this answer or any answer to a question and there you'll see "Discuss Question". Click on it and discuss.

Improve answer - lets you add or edit the current answer. Discuss question - is an area off the main answer screen, where multiple users can discuss the question and answer. Watch question - adds it to your watch list (and you can get notified of any new answers/edits or whatever)
If you'd like to further discuss your question or the answer, click on "Discuss Question" below the answer. This takes you to that particular question's discussion page. I saw an "answer" on the meaning of "Quo Vadis" and it was misquoted - "Quo Vadis Domine" is the quotation "whither goest thou O Lord" - they should rightly have said there was a REPLY - "To Rome to be crucified again" - incomplete answers are anathema to me

The "Discuss" button brings you to the discussion page so you can post about the question or answer, and your opinions or thoughts about it. You can talk about how to improve it or what you think about the answer or question.
Go to "Discuss" tab on side of your question.
If the question is already answered, click the blue button that says "Discuss Question" underneath the answer to get to the question's discussion page. If the question is not yet answered, click the green button that says "discuss" underneath it to get to the discussion page. Discuss refers to the discussion area that each question has, so you can talk about the question or the answer given. That is a separate page where people can discuss the answers. No, it doesn't send that to your email.

Usually, that is what the discussion pages of questions are for. If you look at your blue navigation bar to the left of your screen when you are on a question, there is a 'Discuss' link. From there you can discuss the specific question with other users who come by that question.
