"All men are created equal" means that every person has the same legal rights as every other person.
In the past, it has meant slightly different things. Before the 15th Amendment was passed in 1870, it meant that all white men had the same legal rights as all other white men. Before the 19th Amendment was passed in 1920, it meant that all men had the same legal rights as all other men. Today it includes both non-white peoples and women.

All the men were created equal. They should take part in the government. The government is from people, and for people. If it does not work for the good of peplpe who elected them it can be removed.
The main points in the Declaration of Independence are that rights and freedoms were something innate in every person born and that those rights were equal among all men. A government does not have the power to bestow rights on individuals because they could take them away at will. Also importance of a government that only serves the people; run by the people.
That government gets its right to govern only by the will of the people and that all men are created equal, born with rights to life, liberty and the pursuit of happiness.
john Locke declared that all men are created equal and that everyone shares the same importance in the government as a whole, as a society. Thomas Jefferson also later stated in the Declaration of Independence, influenced by John lock, that everyone is created equal and important to the government.
