From the 2002 Jeep Liberty Shop Manual: (1) Lift the front wiper arm to its over-center position to hold the wiper blade off of the glass and relieve the spring tension on the wiper arm to wiper pivot shaft connection. (2) Carefully pry the plastic nut cap off of the pivot end of the wiper arm (Fig. 11). (3) Remove the nut that secures the wiper arm to the wiper pivot shaft. (4) If necessary, use a suitable battery terminal puller to disengage the wiper arm from the wiper pivot shaft (Fig. 12). (5) Remove the front wiper arm pivot end from the wiper pivot shaft.
Where the wiper blade are meets the spline there is what looks to be a vertical tab extending from the arm pivot point on the windshield side. Pull straight out, not up, on that tab and that will release the locking spline of the arm. Then it is a simply matter of lifting the arm up and off the pivot arm.
The plastic bushing that holds the wiper pivot arm to the connecting rod to the motor assembly is broken. It's a dealer only part. 3799089 BUSHING N 2343008. Be sure to buy 2 of them and replace the one on the left wiper pivot arm also. It is probably cracked and about to break also. Use a screwdriver to slide tab out where wiper arm attaches to pivot arm and lift arm off of pivot arm. Unhook washer hoses. Remove the screws holding the leaf screen. Lift out the screen below the leaf screen. You should see the loose arm near the motor. Reattach rod to arm and press new bushing on pin on pivot arm. Remove the other bushing and install new one. Reinstall screens, screws. reattach wiper arms and hoses.
Answer If your wiper blade isn't working due to use, then change it. If it doesn't move there's a control device called a Pivot arm and probably your Pivot arm is worn out. It will need to be changed.

Pull the wiper arm away from the window (it will only come out a few inches). Wrap your left hand around the arm, between the arm and the blade assembly as close to the pivot point as you can get. Grab the blade with your right hand, near the pivot and push away from yourself. The blade will pop right out. It may need a little lube on the pivot like WD40.
