There is a story behind this. (:

A long time ago, there was a very wise and trustworthy advisor of the emperor.

Although the citizens adored him, the emperor disliked him and did not listen to him.

One day the emperor got sick of hearing him trying to give him an idea and he fired him.

The advisor was so upset and angry that he jumped off a cliff and drowned.

The citizens were shocked and didn't want the fish in the water to eat the advisor's body, so they threw rice cakes wrapped in bamboo leaves for them instead.
