The term 'special intelligence' could refer to particularly good or unusual mental skills, or good or unusual mental skills in a particular field, or it could refer to covertly-obtained and probably secret information.

In the former case, you might be more likely to preface the term with 'a', or a qualifier such as 'very'.

You could say:

'He has a special intelligence when it comes to maths,'

'He has very special intelligence in all areas of teaching (engineering, cooking, and so on).'

Or, in the case of secret information collected:

'We have received special intelligence from our security services about the current military action in this country.'

'I'm afraid our competitors have obtained special intelligence about our new product. despite our security precautions.'
