In chapter 29, Jeremiah wrote a letter to the captives in Babylon and in verse 11 tells them, quoting God, "For I know the thoughts that I think toward you, says the LORD, thoughts of peace and not of evil, to give you a future and a hope."
Even though God sent the people into captivity for 70 years and destroyed the temple and Jerusalem, the people were still God's people and He love them, but had to punish them. Here he is giving them hope to live on and come back to Him spiritually.
God has to punish sin, and He graciously gives man much time to repent of his sin, but when man does not repent and continues to sin, God grows weary and punishes man, but He still has a love for man.
