It's actually callled " Anything For Love" and is from his 'Back Into Hell' album of 1993.
It's about a man whose so in love with a woman that he declares that he'd do anything for her- she's a complex and maybe somewhat disturbed character, and he's more than aware of her faults, but his passion and fascination for her overrides all of this and he's being driven half-mad by his love for her. The lyrics declare how much she has taken him over completely, making him obsessive and unable to think about anything else.
In the end, the girl asks him if he can make some of her wishes come true- if he can get her out of the dead-end town where she lives, help her make something of her life, cater for her emotional needs etc. He declares that yes, he can, but then she begins doubting him, singing that she doesn't believe that his love for her will last, that it's only a passing thing and that he'll end up being unfaithful to her. This he denies- the song ends ambiguously, with the listener unsure as to whether she finally believes him or not.

Oh, dude, you're really testing my knowledge of obscure music video trivia here. But hey, I got you covered - no, it wasn't the same actor. In Aerosmith's "Janie's Got a Gun," the detective was played by Edward Furlong, while in Meatloaf's "I Would Do Anything for Love," it was Michael Aday, better known as Meatloaf himself. So, there you go, two different dudes playing detectives in those videos.
