tracheotomy
Tracheotomy may be what you are looking for. This is done when a person has an obstruction in the windpipe that can't be removed, and is necessary to allow the person to get air and not choke to death from lack of oxygen.
tracheotomy
tracheostomy: opening into the trachea through the neck to establish an airway. Not to be confused with endotracheal intubation which is when a tube is placed through the mouth into the trachea to establish an airway.

A surgical opening of the chest is called a thoracotomy, when a tube or some other structure is placed in the incision site to keep the hole open, that is a throacostomy.
Thoracotomy (thora = thorax [chest] + tom = cut + y = procedure) is the surgical incision (cutting) of the chest. There are three approaches: [1] medial sternotomy used in open heart surgery, [2] posterolateral thoracotomy used in lung surgery, and [3] anterolateral thoracotomy for open chest massage in a traumatic cardiac arrest.

Video-assisted thoracic surgery (VATS), which is less invasive, has been a successful alternative in many cases.

Thoracostomy (thoraco = thorax [chest] + os = mouth + tom = cut + y = procedure) is a procedure in which a flexible plastic chest tube is inserted through the chest wall to remove air, fluid or pus from the intrathoracic space.

A thoracostomy would be done for a pneumothorax (collapsed lung) or pleural effusion (accumulation of a fluid [blood, serous, pus]). Chest tubes are also a routine procedure in any open-chest surgery.
