Unlike the Senate, the number of Representatives for a state has to do with its population. The minimum number for a state to have is one. The maximum is 53 (California). There are 435 voting members in the House plus 6 non-voting members.
The House of Representatives was created so that each state could have apportioned representation. The Senate has a set 100 members, 2 for each state. The House of Representatives has a certain number of members for each state depending on the population. Smaller states has a minimum of 3.

At minimum, every state has one representative in the House. For most states, there is more than one. However, if you are asking about the Senate (where there is a set number of representatives for each state), there are two senators representing each state. The Senate and the House of Representatives together make up Congress.
