The system requirements to run Mac OS X 10.5 (Leopard) are:

Spec-for-spec, a Mac running Windows under Bootcamp and an identical (meaning same processor/chipset, RAM, graphics card, hard drive speed, etc) PC should perform just about the same. The Mac's performance fits inside the usual variation of performance between other PCs similarly outfitted.
In order to run Photoshop CS4 on a PC here are the minimum requirements: 1.8GHz processor, Microsoft Windows XP, 512MB of RAM, 1GB of hard disk space. For a Mac, the minimum requirements are: PowerPC G5, Mac OS X v10.4, 512MB of RAM, 2 GB of hard disk space.
You cannot run Mac on Windows XP. But you can run Windows on Mac
Well it really depend what software package you are wanting to use to design the website. Take Windows XP for example: If your going to use notepad then I guess minimum spec for XP with do but if your continue to use something with Adobe Dreamweaver then your computer needs to be able to run Dreamweaver. I would check the minimum spec for the software package you want use and put that as the minimum amount.

It's possible that the Mac OS X version that is installed on your MacBook does not meet the minimum system requirements for iTunes 9. The minimum compatible version of Mac OS X is 10.4.11. If your MacBook has not been updated to at least that version, just run Software Update ( -> Software Update...) until you're running 10.4.11. To tell what version of Mac OS X you're running, go to  -> About This Mac.
As Sims 3 requires a Mac with an Intel processor it will not run on a Mac with a G5 processor.
