There is no minimum weight.
It's not the actual weight, but the weight rating of the trailer which determines if brakes are required on the trailer, and they vary from state to state. In most states, trailer brakes are required on any trailer with a GVWR of 3,000 lbs. or more. In some states, the requirements may be as low as 1,000 lbs.
Need to know the Gross Trailer Weight (GTW) and the Tongue weight (TW). Gross trailer weight (GTW) is the weight of the trailer fully loaded in its actual towing condition. Tongue weight (TW) is the downward force exerted on the hitch ball by the trailer coupler. The trailer must be fully loaded and level.

If you are talking about a trailer, I don't recommend you pull a trailer with a Corolla - particularly one of that vintage - at all. If you must do it, be sure you limit the weight to no more than 500 lbs.
In Ontario, a G2 driver can tow a trailer as long as the trailer falls within the weight restrictions specified for that license class. The weight that can be carried in a semi trailer legally varies. It depends on how much the tractor pulling the trailer weighs. The maximum weight of the total unit, truck and trailer is limited at 80,000 lbs without getting special permits. For a heavy tractor, the trailer would have to be loaded with less weight than a trailer pulled with a light tractor. It's not uncommon for a trailer to comfortably carry 45,000 with most over the road tractors. Some trailers can be loaded heavier as long as the don't exceed the maximum. Also, I should mention, axle weight will affect how much can be loaded also. only 34,000 can be loaded on the trailer and tractor rear axles. This means that the weight on the trailers must be properly distributed.

For a trailer with a Gross Vehicle Weight Rating (GVWR) of 1500 pounds, it must have a properly functioning brake system if the actual weight of the trailer exceeds 1500 pounds. This is an important safety requirement to ensure that the trailer can be safely controlled and stopped, especially when carrying heavier loads.
