Yes the wire size is larger for that size breaker but will not effect the 30 amp breaker protection of that circuit.
Check the MFG for the amps it uses, if it is suppose to be on a regular 20amp line, then replace the breaker with a 20amp breaker. With the 30amp breaker,it will work, but if there is a surge, you could send too much power to the appliance and fry it. Most refrigerators, are just on a regular 120v household outlet. Besides a 30amp breaker must have 10ga wire, if the wire is 12ga,it can not be attached to a 30amp breaker.
Minimum size is 10 gauge with a 30 amp breaker. To be safe I would install an 8 gauge with a 40 amp breaker.

Read the literature for the ac condensing unit, or the tag on the outside of the unit. Minimum circuit ampacity= minimum breaker, wire and fuse size. Maximum circuit ampacity= the maximum size. Your circuit breaker, wire size and disconnect fuses should all be at or between those 2 numbers.

Normally AWG #10 wire on a 30 amp breaker but it really depends on the size of the pump. The pump manufacture will specify the size wire and size breaker needed.
The minimum size wire a 20 amp breaker needs to be connected to is a #12 wire. The 15 is probably connected to a #14 right now which is only rated for 15 amps. Remember the breaker is sized to the wires ampacity not the load .
Look on the heater and see what amps it is pulling. That will determine the wire size and breaker size. It must be on a dedicated circuit. 15 amps = AWG # 14 wire with 15 amp breaker 20 amps = AWG # 12 wire with 20 amp breaker 30 amps = AWG # 10 wire with 30 amp breaker 40 amps = AWG # 8 wire with 40 amp breaker
Assuming you just plan to run outdoors above ground get a 10 AWG cord specified for outdoor use. It will be a stranded conductor rather than solid.
