The most reliable way to dial any telephone number on a GSM mobile, especially when roaming internationally, is to dial the number in full international format, beginning with the country code (including the plus sign).

The country code for the United States (and Canada and certain nearby islands) is +1.

When roaming in the US, you may be able to dial US numbers with just the area code and number; for example, 816-555-0123. However, if this method fails, use the full international format +1 816 555 0123, including the plus sign.

The most reliable method from a GSM mobile phone is to enter all telephone numbers in full international format. The mobile network will automatically insert any prefix(es) that may be needed.

To put a phone number from North America (USA, Canada, etc.) in international format, just prefix it with +1 (including the plus symbol). For example, +1 612 555 0123 for a fictional number in Minneapolis. Note that in the US, and mostly in Canada, mobile numbers use the same geographic area codes as landlines.

To put a UK number in international format, replace the trunk prefix 0 with country code +44. For example, +44 151 496 0123 for a fictional number in Liverpool.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)

If you're calling a UK mobile that is physically in Spain, just dial the UK mobile number. It does not matter where the mobile is physically located. If you're calling a Spanish mobile, dial 00 (the prefix for outbound international calls from the UK), then 34 (the country code for Spain), and then the 9-digit Spanish mobile number. If you're calling from a GSM mobile phone, you can dial +34 (including the plus symbol) instead of 00 34.
