Extracellular matrix includes not just ground substance, but also protein fibers. Ground substance consists of fluid, nonfibrous protein and other molecules.
Bones are cartilage are made of a tissue called connective tissue. Connective tissue is special in the sense that it is the most abundant tissue in the body as well as having an extensive extracellular matrix. No other tissue type has that extracellular matrix.
