pokemon 46 is a wormadam,and you can't catch it in the game.although, you can catch a burmy,(its previous form),almost anywhere.it is most common on route 209,the grass patches just before solaceon town.:)
You cannot catch the legendary palkia on pokemon platinum but however you can use action replay to get it (most likely cheating)
You have to find and catch most of them by going through caves, grass whereever, evolving pokemon and trading for them
In Pokemon Leaf Green/Fire Red, you can catch: Clefairy (rare) paras (very common in certain places) zubat (common in most places) and geodude. (common in same places as zubat)
The strongest Pokemon in Platinum is probably Arceus, to get Arceus, you need a mystery event, but that event is finished now. :( The second strongest Pokemon would probably have to be Giratina, or probably dialga or palkia.

i like Pokemon platinum the most
It is most comman in Platinum and it can be caught in Victory Road after the National Pokedex. It can be found by Surfing across the water in the Backroom 1 (Basement 1). In Pokemon Diamond and Pearl there is a 10% chance but in Platinum it is said there is a 20% chance but this has not been proven, so there may still only be a 10% chance.
The most important pokemon to catch in any game is its mascot, in this case Suicune.
