When you complete your movie on Windows Movie Maker go to the left side of the screen and select finish movie.
Then go to YouTube.com and press upload and then select your movie that you saved earlier. It might take a while to upload the video. It depends on how long the movie is. Remember you have to be a youtube member and the video must not be over 2gb or over 10 min.

Im not sure if its different on any other versions of windows, but on windows 7 you save the movie for the computer. Then windows dvd maker recognises the file type. You are then able to add a menu to the movie. Hope this helps :) ♥
