First you need to be able to read words.

Most words are read phonetically. That is by following the rules of using vowels and consonants to sound out the word being read. Many words don't follow these rules so you have to know them when you see them (sight words) by memory.

Once you have that, you have to actually read. The more you read, the better you will be at it. It doesn't matter what you read: books, magazines, comics, newspapers, web pages. The more time you send reading, the more familiar words will be to you, the better reader you will be.

It is a good idea to have (and learn to use) a dictionary handy for words you don't know. It does much more than just tell you what a word means. It also tels you how to pronounce a word and much more.
