You are thinking of James Madison, I think. Jefferson wrote most of the Declaration of Independence.
The reason the Declaration of Independence as well as the Articles of Confederation and the U.S. Constitution do not speak of a Democracy is due to the fact that the United States of America is not a Democracy. It is in fact a Republic. This is not explained well in school or in the media, but it is the fact.

The Declaration of Independence shows what the USA will not put up with then and now. The Colonies were tired of GB telling them what to do. Without the Declaration we would not be free today. The Declaration pretty much told GB that they were willing to wadge war against them and the Colonies won,which is why we are free today. The reason that people signed the Declaration of Independence is that they agreed with the statement made by that document, and they wished to demonstrate their support, in the hope that the colonies would become independent (which did happen, as you probably know).
