Well as son of a milk man, and personal experience I would say that the 2% milk sell the most.
Most people are trying to cut back on their fat intake and have switched from Whole milk, which in the US is 3.25% butterfat, to 2% butterfat.
Really this is not much of a drop but some change is better than nothing.
