They make system software to improve the software that we have right now. The purpose of getting one would be to improve our systems and make them run in a more productive way!

If the ability to improve an answer isn't there, it might just be that individual question and not all questions in general. If the question is protected or restricted in another way, the option to answer might not be available for that question, but should be available for other questions.

The way vandals are dealt with depends on their violation. Some violations, nonsense answers for instance, will warrant the user to receive a warning in the hopes that they will cease vandalizing the site and become a productive user. Other violations, linking to pornography for example, will result in the account being blocked immediately and most often, permanently.
