The term "beavertail" usually refers to a style of grip safety, and has no bearing on the sound produced by the pistol. Usually found as a modification to the M1911A1 pistol to prevent firing hand from being "bitten" by the hammer. If it keeps a shooter from yelling from a severely pinched hand, it might be a little quieter. Most pistols do not have (or need) a beavertail.
There is only a subjective answer to this question. To try and be speciffc, a pistol where the breach can be locked in the closed position would be about as quiet as you can get. An example of this would be a Thompson Center Contender single shot pistol. Another requirement for a successfully "silent" pistol would be a subsonic cartridge. This could be either a naturally subsonic cartridge, such as the .45 ACP or 9x17mm/.380 ACP, or reduced loadings of a naturally supersonic cartridge to make it travel at subsonic speeds.

Probably be the DeLisle Silent Carbine. It fired a naturally subsonic cartridge (.45 ACP), and used a manual action (based on the Enfield rifle), so that there was no telltale sounds of the action being worked when the weapon was fired. <><><><> Agree with above. I got to fire a DeLisle several years ago- it was so quiet, you could hear the firing pin strike the primer. Exceptional firearm.
