No, there aren't any outwardly racist laws.
No one university can be described as the most famous in the US, but Princeton is among the most well known. Other well known universities include Harvard University, Yale University, Stanford University, University of Chicago, Duke University and, no doubt, others.
UCLA is the most popular university in California. It is also the university in all of the US that receives the most applicants.

The United States has about 300 million people, of whom approximately 200 million, or 2/3, are classified as white. Almost everybody is racist, at least in the US, so it depends to what degree of racism you're talking about. Assuming a moderate level of racism, maybe 15% of non-whites are racist and 85% of whites are racist. White Americans are probably the most racist people in the world. Anyway, this means that about 2/3 of the total population, or 200 million, racist people live in the United States.

It depends on who answers the questions. Most people on here are not racist, but if someone says something racist in their answer, they will get kicked off the site.
Most would argue that Abraham Lincoln was far from being a racist.
I presume you mean 'Is Obama a racist?'. Most people would say he is not a racist.
