The weapon has to be a double weapon. You can't just buy any weapon and have 2. When you buy it or get it when you equip it should automatically become 2 if it is a double weapon. So the person who answered this is partially correct. If you want to Dual Wield a weapon you have to look for the "Dual" before the name or simply look at the weapon icon. If it's a dagger shape, then that means it's a dual wield weapon.
Any offense which involves a stabbing or cutting implement (not necessarily confined to a knife or sword) but ANY implement which has a something which could be considered "bladed" (e.g.: a shovel - a sickle - a scythe - etc)
