The applied force would be 2100N. The air resistance or drag force and the friction of the tries between the surface of the road has generated about 19500N. If we take away the friction force from the applied force, 2100N - 19500N = 600N of applied force to keep the car going but remember that this friction force will gradually slow down the car.
