When exactly was Big Ben built?

Big Ben is actually the name of the great bell that chimes the hour inside the clock tower of the Palace of westminster, not of the clock tower itself, although that name is popularly given to the tower. The bell was cast on 15th April 1858, and began working on the last day of May 1859. The time taken to build the clock tower is not actually stated, but it was completed in 1859. For over 150 years it had no official name, just being called 'the Clock Tower' or 'The North Tower', although some Victorian journalists called it 'St.Stephen's Tower' because for much of the 19th Century, MPs met in St.Stephen's Hall within the Palace of Westminster. It's official name now is the Elizabeth Tower, which was given in 2012 to celebrate The Queen's Diamond Jubilee.

Who named big ben?

Its name comes from the largest bell in the clock tower, The Great Bell. It was nicknamed after Sir Benjamin Hall, a politician of the time and commissioner of works, whose name is inscribed on a plaque on The Great Bell. The Clock Tower is often erroneously referred to as Big Ben, but is actually called... Clock Tower.
