The original London ring roads were the north circular and south circular and they still exist. However, they have been superseded by the M 25 motorway.
There are many roads in the UK called London Road. As the name suggests, they were all originally roads that led to London.
The London congestion charge covers an area in central London within the London Inner Ring Road, a term used to describe the ring formed by major roads, such as Tower Bridge Road and Park Lane, in London which surround the centre of London. Included in this area are the financial district and the west end.

The outer boroughs of the 32 London Boroughs are the formal boundaries. If a district isn't in a London Borough, then it isn't in London. The informal boundary of London is anywhere within the M25 ring road.
