In the Resident Evil movies, Angela was killed between Resident Evil: Apocalypse and Resident Evil: Extinction by Alice when she was under the control of the Umbrella Corporation.
At the end of the movie, Resident Evil Extinction, she escapes with a couple of survivors after Alice tells her to leave that way she can deal with Umbrella.
Although Angela was not present in the later sequels of Resident Evil, information is given as to what happened to Angela in the novelization of Resident Evil: Extinction. It said within the book that Angela and Alice both get captured by umbrella, and they have control of Alice and order her to kill Angela against her will. Alice shoots and kills Angela.
No, the two girls are two totally different people. Angela, the little girl from Resident Evil Apocalypse manages to escape thanks to Alice. As for K-mart, the older girl in Resident Evil Extinction, she manages to escape partially thanks to Alice but mostly to Claire.

Yes Alice does lose her powers. On Resident Evil: Afterlife, Alice is injected with a serum by Wesker that eliminates the t-cells in her body, taking away her powers. Alice is still tough though, and glad that she is human again.
