Blue whales are normally found in the sunlight zone, which is the uppermost layer of the ocean.
Dolphins have a thick layer of fat that insulates their bodies when the water they live in becomes too cold. They also conserve body heat when necessary.

Dolphins do float, to an extent. They float directly beneath the surface of the water when resting. Floating is easy for them because of their thick layer of blubber that also helps to keep them warm.
Whales and dolphins are warm blooded mammals, produce body heat, and have a thick layer of blubber (fat). Sharks are cold blooded fish.
Ozone can be found in stratosphere. It protects us from the harmful UV rays of the sun.
Marine mammals have adaptations such as a thick layer of blubber for insulation, a counter-current heat exchange system to retain body heat, and a low surface area to volume ratio to minimize heat loss. They also have specialized blood circulation that helps in retaining heat in the body.
So they don't have to be cold and hot.
