Step one: get a computer that is compatible with your chosen brand of voice recognition software (I recommend Dragon NaturallySpeaking version 10 preferred, it's 99% accurate). Step two: Loaded onto the computer according to the directions on the back (it's very easy, even I could do it). Step three: Read from a script in a voice that you would like to use to narrate forever. This is where it got a little bit difficult for me, I am very highly dyslexic and reading from a script was impossible. I do however have some things memorized, and with a combination of merely talking to it (reciting monologues from memory), and having my mother stand behind me and whisper the script into my ear, and then I would say it out loud, we managed to get it trained. Step four: The first time you use your voice recognition software is when it will be the worst, from there on out it's all uphill. Your voice recognition software should come equipped with a fairly large vocabulary, but as my vocabulary is larger than the programs, I did have to train it to learn some words by hand. All you have to do is get the spelling of the word (it's absolutely essential that you spell it correctly), and then write it down for the software, and then hit the button "train," and say the word out loud clearly. It's as easy as that. Your voice recognition software should work almost flawlessly forever after that.

iOS is the name given to the software on the iPhone, iPad, and iPod Touch. Note that the Apple TV's software is also known as iOS, but it's version numbers are not in sync with versions of the other devices and the UI is completely different from other iOS devices.
You may be thinking of android. Google make the software for it and the phone is made by Samsung, LG, Motorola, etc.
Hold down the home button until the voice command screen appears, then I think there's a beep an then you say "call" and then either the contact name or the phone number.
