The Presidential Electors are chosen (nowadays all by popular vote) every fourth year on the first Tuesday after the first Monday in November. The Electors in their turn vote for President and Vice-President on the first Monday after the second Wednesday in December It appears that the question is not about the US Electoral College. It's intention is to ask about the every four years presidential elections held in November. Based on the results of the popular elections, the candidate winning a majority of the popular votes in a state thus controls the voting in the Electoral College.
