Every recruit is trained as a grunt, whether they want to be a cook, or an actual grunt. A Scout Sniper fresh out of sniper school, has the knowledge of Marine Corps infantry.
A marine corps scout snipers pay is determined by his rank and years in service.

Yes. MP's are not a specialty in the Corps. Snipers are specialists but they are still Marines. Carlos Hathcock was just that. He started out as an MP. Became "arguably" the greatest marine sniper ever. And retired as a Gunny.

Of course. If the Marine Corps were to try training personnel who couldn't meet certain prerequisites, then there's be a lot of funding wasted on personnel who ultimately failed the course.
