The entrance of the metro lines 1, 2, 6, and of the RER line A are just up the Champs Elysées avenue, 100 metres away from the Arc itself.
== == The closest RER station is Chatelet-Les Halles; the closest train depot would be Gare d'Austerlitz or Gare de Lyon. The closest metro stop is Palais Royal.
If you look up at the right time, you can see the International Space Station arc across the sky.
Tube station for Marble Arch is Oxford Circus
Bir-Hakeim is nearest, but the walk from there to the tower - half a mile or so - is rather boring. École Militaire gives you a walk the length of the Champ de Mars, with the tower in view all the time. The best, however, is Trocadéro - easier to get to than the other two, and you come out behind the Palais de Chailoot, from which you get the best view of all, and from there to the tower is all downhill, through the park with the famous fountains and across the Pont d'Iéna.
By public transports, the metro lines 1, 2, 6, and the RER A stop at the Charles de Gaulle - Etoile station.(interactive map in link - Public transports authority website - in English)The RER A line connects Disneyland, east of Paris, to the business district of La Défense and other towns further west. The metro line 1 runs east/west through central Paris. From the station, you get out right at the top of the Champs-Elysées. From there, or from the Avenue de la Grande Armée just opposite, take the pedestrian tunnel to the arc.
The answer is 52.34
There is no police station in the arc de triomphe. The local police station is located in the 'Grand Palais', down the Champs Elysées avenue. Should you be in trouble in or close to the Arc de Triomphe, call the 112 (all-purpose emergency number) or spot a police officer around; Paris is a quite safe place, but they have an habit to put plenty of police officers, especially in touristic locations.
I am unable to determine where the closest Arc's Centre would be to your location because you did not include that into your original question. I would recommend checking their website to determine where their closest location would be to you.

From Notre Dame to the Arc: the easiest way to go is metro line 1. First go to either "hotel de ville" or "Chatelet" metro stations on the right bank of the Seine (five minutes by foot from Notre-Dame). Follow directions towards "La Défense", step down at Charles-de-Gaulle-étoile.If you want to walk all the distance (3 miles) to the Arc, follow the Seine downstream until Place de la Concorde, and from there walk up the Champs-Elysées.
The Parisian metro system is not rated as dangerous - There is a specific police force in addition to the underground patrols organized by the underground system. Most Parisian (even women) would go by the metro. But there will be fewer trains at 11:30 pm and you may have to wait.
