The current cash reserve ratio (CRR) in India set by the RBI is 5% as on 21st august, 2009.
The Reserve Bank of India (Amendment) Act, 2006 was enacted in June 2006. Consequent to the enactment, the Reserve Bank, has decided to do away with the minimum requirement of 3% CRR and also to not have any maximum cap of 20% (as was the case before the Amendment). Hence the present position is that there is no upper or lower fixed statutory limit.
There is something called a CRR - Cash Reserve Ratio. It is the amount of money that the member banks have to keep deposited with the central bank for every rupee that they receive as a deposit. Lets say you deposit Rs. 1000/- in your account and the CRR is 10% then your bank must deposit Rs. 100/- with RBI and can lend the remaining 900 rupees only. When the central bank reduces the CRR the amount of money with the banks would increase which they would lend at reduced rates to the public which in turn would increase the money circulation.
Negative carry on CRR and SLR balances arises because the return on CRR balances is nil, while the return on SLR balances (proxied using the 364-day Treasury Bill rate) is lower than the cost of deposits. Negative carry on CRR and SLR is arrived at in three steps. In the first step, return on SLR investment was calculated using 364-day Treasury Bills. In the second step, effective cost was calculated by taking the ratio (expressed as a percentage) of cost of deposits (adjusted for return on SLR investment) and deployable deposits (total deposits less the deposits locked as CRR and SLR balances). In the third step, negative carry cost on SLR and CRR was arrived at by taking the difference between the effective cost and the cost of deposits.

The specialised banks are exempted from maintaining the SLR.
