If we are going to get silly there are two points. 1. The question does not state what the 'next' is comparing to, it could be to any airport, or maybe a tiny airfield close to the center of Birmingham. 2. The word 'next' originally meant 'nearest', as in 'next door neighbour', so the questioner could just have been reinforcing the 'nearest'. Either way, there was a vagueness in the original question.
I still disagree as the question state's the NEXT nearest airport to Birmingham, not "what is the nearest airport to birmingham".
However I do understand that maybe it could mean a close airfield, however I still think that it means an Airport.
