Normal blood pressure is a reading under 120/80 Anything over that and you have:

Pre-hypertension which is when you have a reading between this and 140/90

High blood pressure is anything over this. (i.e. if the diastolic is over 90 OR the systolic is over 140 - or both - then you are diagnosed with hypertension.)

The diagnosis is not made on one reading alone as blood pressure fluctuates. It is best to have a number of readings (an good automatic home monitor will give good results) to give you an idea of how your pressure behaves and what level it is at for most of the time.

These levels have been chosen from research studies that have looked at levels of complications (like stroke or Heart disease) with different levels of blood pressure in large populations. Therefore 120/80 represents a level chosen because overall, people under this level have far less complications. You do not want to be higher, but if your blood pressure is lower, (say 110/70) then it is even better. In fact the lower the better as long as it doesnt go so low as to give you symptoms. Some people exist happily with a BP of 90/60 for example, others whose 'normal' level is higher would get symptoms at this level.

Finally, the target blood pressures are lower for people who have other cardiovascular risk factors. So for example if you have Diabetes the level at which you would consider yourself as hypertensive is 135/85.

In general, low blood pressure symptoms happen when blood pressure is less than 90/60.

I asked my doctor the same question a year ago and he told me that around 130 for the top number, and that you didn't want the bottom number much higher than 75, although he did say everyone will vary just a little. When he checked mine that day it was around 184 over 102. He put me on bystolic and got it leveled right out.
