There is a path right next to the Pokemon league (In the cave) and if you take it all the way to the end there is a shiny rock and if you have oaks letter you can find oaks there and you talk to him and then a LONG (and i mean take your bike on) path appears and then you go on it and at the end there is an island and you can battle Shaymin (NOT SKY VERSION.)
Or if you have action replay just use the walk through anything cheat and walk on the water to the island. (Use repels you can still run into wild Pokemon while walking on the water.)
