I heard of one that was 23, but not recognized by the media, in Florida. Ours is 20 (documented with AKC) and no one I know has ever heard of one over 18 other than ours -- and my wife is a vet nurse.
Our Shih-tzu, "Ladybug", turned 20 years old in January, 2010. She is AKC registered, so it's documented. Blind, and her back is a bit fused, but she still gets around and expects to be worshipped like a dowager princess.
We are not sure if this is a current record, but it's got to be close.
