I'm not sure what country but in dutch 'pardon' means 'excuse me'. So it could possible originate from one of the countries that speak dutch as their native language e.g Netherlands.
You can only get a pardon from the Governor of your state. You will have to do your own research on how to go about it, but youu'd better be armed with some good sound legal reasoning why your request should be granted.
