The opposite of communism would literally be anarchy, because the focus of the society would be entirely on the individual rather than entirely on the state. But the opposite of mandating equality (as postulated by Marx) would be an unregulated system of private enterprise or capitalism, the extreme of laissez-faire and social Darwinism. This is unlikely to exist because of the opposing tendencies of human societies: rule through force and rule through law (government). Both of these place limits on individual actions.

There is no "opposite." Their is the federal government. Each state has its own state government, and most local municipalities have their own local government system.

The opposite of federalism is central government. Federal is the country, provincial is the province represented.
Governments don't actually have opposites, excluding anarchy, the lack of government. However, democracy is often considered the opposite of communism.

seems to me, the opposite of oligarchy (rule by the privileged) would be democracy (rule by the people - by elected representation of course)
