It is the electronic immobiliser. When the ignition is switched on, it should light up breifly and then go out once the transponder in the key is verified. If it keeps flashing then the key is wrong or uncoded (i.e it's been copied but then not programmed to match the car). In this case the car cannot be started.
In the rain tray on the driver side- facing car, Right side. Its covered by a black shroud with a symbol of a umbrella on it.
It is hard to say what the orange warning light transit symbol on the left side is. It would depend on the year, make, and model of the vehicle. Most vehicles have a users manual that have a listing of the symbols to tell the user what each warning light is for.
