I think it's the Ozone Layer, but I'm not 100% sure.

Mesosphere is the inner most layer of the mantle than it goes to the core... Outer core, and inner core.I learned about it in school XD
Noble gases all have 8 electrons in their outter most energy level. when an atom has 8 electrons in it's outtermost layer, then its more stable
