acid pH level is 0-7 and pH of alkaline is 7-14. acid shrinks and alkaline swells the hair. at the higher and lower end of the scale is either dissolves or damages the hair. the strong acids and alkalies can ruin your hair.
That depends entirely on the brand. Usually shampoo is a base and if it is not, then there is something wrong with that shampoo. Since they usually tend to be bases they are usually above 7 on the PH balance scale.

Actually, you probably don't want the "lowest PH". You want a shampoo and conditioner that is going to suite your hair (your hair's pH is between 4.5-5.5, so you'll want a conditioner with that PH). Being that no one on here can touch/feel your hair, I'd say you should talk to a stylist about the right shampoo/conditioner for yourself.

NO! Gasoline has a pH that is low on the scale, which means it is acidic, the Lowe on the pH scale the more the substance would tighten the cuticle layers. Not a good idea.
