Vortex engine? Got me. I thought Vortex was just a brand of supercharger. I believe you mean Vortec engine.. GM also called this the L31 (they use 3 letter/number codes for everything) This system used a SCPI (Sequential Central Port Injection) system... and the fuel pressure regulator is on the central unit, which is INSIDE the intake manifold- you have to remove the upper intake manifold to get at it (plastic part), and the Fuel pressure regulator will be on one side of the central unit where all the fuel lines go to, it has a tube on it open to the intake manifold (to read intake vacuum)

It could be a number of things. bad spark plugs, wires,fuel filter,fuel pump,fuel pressure regulator, engine control box, that's why you buy a good book and test to confirm what is bad and then change parts. You'll need a fuel pressure test guage a multi meter.

The number one cause is a failed fuel pressure regulator. It is on the fuel injector rail and held on by three bolts. Other causes could be stuck fuel injectors and/or a failed oxygen sensor but the FPR is the number one reason.
If it is the same as the ( 1996 ) Ford Bronco : ( Relay # 2 is the fuel pump relay )
That would be a 1970 Vw Beetle engine. It had dual oil pressure reliefs and single port heads. Not a bad engine for a baja IMO.
This could be a number of things. Usually, a bad Fuel regulator, clogged fuel filter, or vacuum leak!
